Principles of National Accounting For Nonmarket Accounts

This note examines some of the major issues involves in the design of national economic accounts to measure non-market activity. It recommends using the design of National Economic Accounts (NEA) as the guiding principle for non-market accounts. Under this principle, nonmarket goods and services should be treated as if they were produced and consumed as market activities. The major exception to NEA design might be “externality disaggregation,” which treats external effects as combinations of non-market production and implicit transfers. Major issues involve the pervasive lack of data (particularly for prices or values), the “zero problem” for non-market production and assets, and the issue of where to draw the boundary of non-market activity. I conclude that the single most important data need for non-market accounts is comprehensive time-use data for the population, but the use of time use poses serious conceptual issues. 1 This study has benefited from discussions with the late Robert Eisner over many years.
