In October, Japan’s Cabinet Office adopted the sixth Basic Energy Plan, superseding the fifth Basic Energy Plan adopted in 2018 (see YIEL 2019), the Global Warming Prevention Plan, and the Long-Term Growth Strategy under the Paris Agreement, as well as the revised 2030 emissions reduction target. The government adopted an emissions reduction target of 46 percent in 2030 relative to 2013 levels, and full decarbonization by 2050. To achieve these targets, the sixth Basic Energy Plan stipulates further promotion of renewable energy sources. These policies were also announced at the twenty-sixth Conference of the Parties (COP-26) to the United Nations Framework Convention on Climate Change (UNFCCC) by Prime Minister Fumio Kishida.
