How far government cultural policy should represent values that are justifiable in themselves, and how far it should be judged on the utilitarian benefits it creates, has been a fruitful area for debate during the last twenty years. Sara Selwood's chapter provides a comprehensive history of the debate on the use of quantitative measurement techniques, and statistics in general, in developing English cultural policy. It also makes a thorough analysis of the mismatch between the government's stated objective of formulating cultural policy on the basis of robust evidence with how policy is actually being implemented. Although the position in Scotland, Wales and Northern Ireland, where responsibility for cultural policy falls to their own national governments, is outside the scope of the chapter, the experience in those countries is broadly comparable to that in England.
