If this were the case, only men like Alexander the Great or Hernando Cortez could have engaged in such an occupation. They knew the exact number of their soldiers who would inhabit the future city; they could dispose entirely of the space they conquered, and pick the spot where the city (and also their future residence or monument) had to be; they could distribute the ground and give to whomever they wanted the number of acres decided upon.
