Internationalisation is the most revolutionary development of higher education in the twenty-first century (Seddoh, 2001). The scope and complexity of this phenomenon have expanded and deepened at an unprecedented pace over the past decade, fuelled by the process of economic, social and cultural globalisation and localisation (Rizvi, 2006). The benefits to universities are academic and cultural as well as financial. These are the rewards which demand a transformative approach to internationalisation (Bartell, 2003; Turner & Robson, 2008). This orientation is internally-driven, partnership-focused, and co-operative in process (Turner & Robson, 2008). It is also a far more challenging prospect for institutions than the symbolic, market-oriented approach. But it offers sustainable benefits, and not just for international students.This special issue uses this transformative agenda as a starting point for analysing historical and current realities in internationalising universities. The articles and overall conceptualisation of the proposed special issue are based on an ESRC-funded seminar series (2008–2010) entitled ‘Rethinking the Needs of International Students: Critical perspectives on the Internationalisation of UK Higher Education Institutions’. A mixture of empirical and conceptual articles examines the operationalisation of internationalisation within this culture-based framework, offering fresh perspectives on a field dominated by recruitment and performativity agendas. It draws out messages of policy and practice for management, teaching, student support, the curriculum, and research in higher education. Most of the policy and empirical papers are UK-focused, but we aim to keep an international perspective and a global context for the issue.
