Additional Risk of Digital Divide among Elderly, Exclusion from Political Participation

This study was developed from the critical notion that informatization may implement the better government by securing participation of people on political decision making process. With employing an empirical data from 225 older and 533 younger, this study examined whether informatization was a positive instrument enhancing political participation of elderly or a negative huddle extending inequality of political power through analyzing an association between digital divide and political participation. In addition, reflecting an idea that political awareness and action varies across generations, differences in association between digital divide and political participation, as well as in political participation by generations were analyzed. The results showed that the level of informatization was positively associated with the level of political participation. This implied that present social structure of inequality would be reinforced by excluding from political participation of elderly who had a low chance to advocate his/her interest due to limited digital capability that was a by product of low socio economic status. Also, an interaction effect of generation with digital access on political participation was supported
