In 1997, the last year the International Intellectual Property Alliance (IIPA) gathered full data, U.S. copyright industries accounted for 4.3 percent of the U.S. gross domestic product, or $348.4 billion. A recent IIPA report also states that in the past twenty years, employment in the U.S. copyright industries has grown nearly three times faster than the rest of the economy (International Intellectual Property Alliance 1999, 8 1). These findings offer a compelling incentive for economic development policymakers to take a closer look at intellectual property engines. Dynamic Resource Development (DRD) is a technique adapted from operations research and financial engineering applications for business and regional development practitioners (Princeton University 2000). It offers a powerful tool for understanding the role of the creative industries in local and regional communities. DRD portrays the “talent pool” as a resource set that organically fluctuates and maps traceable resources and linkages.
