This article describes a systematic effort to evaluate and refine the implementation of an innovative educational program. In the first section, the need for research on program implementation is argued. In the second section, the program to be implemented is described, along with the development and validation of the instrumentation and procedures for assessing the degree of implementation. Results from a study of program implementation are summarized in the third section. Finally, implications of the study's findings for future research on program implementation and evaluation are discussed.
