Regulations governing the discharge of oil into the sea from ships have been drafted by international conventions, but there is no simple method of monitoring ships to ensure that the regulations are adhered to. The presence of a visible sheen in a ship`s wake, detected from a low flying aircraft, is assumed to indicate a violation, even though the effectiveness of visual observation relative to other remote sensing techniques is unknown. This study examined very thin sheens of several common oils under calm water conditions in a large outdoor wave basin. Sheens were observed from a platform 30 m above the water surface and monitored with both an ultraviolet camera and with a common video camera. Under ideal viewing conditions, sheens of some oils as thin as 0.08 {mu}m could be detected. A UV camera operating at 360 nm was slightly more sensitive than the human eye in detecting thin oil films. The relationship of sheen detectibility to ship discharge rate is discussed. 2 refs., 4 figs., 2 tabs.
