The purpose of the invitational conference" Outcome Measures and Care Delivery Systems" at Georgetown University in Washington, DC, was to bring together health services researchers, nursing investigators, health-care purchasers, and policy makers to:(1) identify and clarify outcome indicators currently shown to be sensitive to organizational factors in care delivery,(2) identify promising indicators for further measurement development or incorporation into studies of care delivery systems, and (3) develop research and policy recommendations regarding measurement development and incorporation of measures into existing data sources. The conference was organized by plenary presentation and discussion of a series of working papers regarding the relations among organizational variables and six key outcome indicator categories: morbidity, mortality, and adverse events; achievement of appropriate self-care; demonstration of health-promoting behaviors; health-related quality of life; patient's perception of being cared for well; and symptom management to criterion. In addition to these key outcome indicator areas, issues in linking costs, in locating and integrating data, theoretical and methodological issues, and user perspectives in moving measurement into practice and policy were discussed in panels and papers. Finally, considerable time was given to working groups that addressed questions regarding the state of the science, further work, and what is needed to put research-based measurements into practice.
