The objective of this study was suggested by observation of an apparent relationship between behavior problems arising in the lives of foster children under the custody of the Kansas Children's Home and Service League, and a policy with regard to technique of placement which had been controlling the work of case workers in this agency since its organization. The Kansas Children's Home and Service League is a state-wide, private agency, organized for the purpose of placing children in adoptive foster homes and in supervised foster homes in cases where long-time foster home care is needed for delinquent or otherwise unplaceable children. Among the 100 children whose records were studied, 30 were discovered who had undergone approximately equal numbers of complete and partial breaks. The objective results of the study, as quoted in the tables, indicate that a partial break in environmental continuity in the life of a child is less likely to be followed by behavior indicating insecurity than is a complete environmental break. The results constitute a guide-post in the trend toward wholesome policies in formulating placement technique for foster, children who have passed the age of early infancy. The tendency of the children to discuss with new foster parents the personalities and conditions in their former homes should be encouraged and not suppressed (PsycINFO Database Record (c) 2019 APA, all rights reserved)
