MethodsSetting. The setting for this study was the psychiatric evaluation and treatment program in the Philadelphia jail system. The program includes a 49-bed acute inpatient unit, a 50-bed step-down unit, and an outpatient clinic for inmates. The Philadelphia jail system usually holds about 3,800 persons, with approximately 25,000 annual intakes. For fiscal year 1988-89, the psychiatric program processed 1, 799 admis-sions. In previous years, about 34 percent of those processed were ad-mitted to the inpatient unit.
