In this paper, we propose a refuge management system for persons requiring special care (RMS-PRSC) that enables smooth management and operation of evacuation centers in case of large-scale disasters. “Persons requiring special care” here refers to elderly people, disabled people, infants and other persons who need special attention. In a refuge at the time of a large-scale disaster, a method of “triage for persons requiring special care “has been proposed which instantly color-codes according to their medical condition and carries out emergency response suitable for each. We implement this method by an ICT-based system, with which evacuation managers who are not medial staff can smoothly perform triage for persons requiring special care in a refuge.
