Since organ transplants from brain dead donors were legalized in Japan in 1997 only 38 have been carried out since. This article traces the Japanese organ transplant controversy, and proposes that the Japanese failure to share the world's enthusiasm for organ transplants is to be explained partly by the Japanese lack of trust in their medical institutions and partly by particular Japanese views of the dead. The author suggests the Japanese experience may have lessons for advocates of organ transplant in the Western world.
