This paper is a continuation of [8], in which we studied a problem concerning the existence of a modular form with some congruence property. The significance of the existence is that it allows us to determine the structure of the ring of mod p modular forms in some case (cf.[8], Theorem 4.2), and P. Deligne gave a geometric interpretation of such modular form (eg cf.[3] and [7], p. 151, footnote). We fix a prime number p. The problem can be stated as follows.(⋆) p
