The paper seeks to explain the linkage between security and climate change. It uses the ‘Speech Act’ of political leaders or state representatives to securitize an issue through the theory of securitization. Political or powerful leaders are independent variables and securitization of an issue is a dependent variable. Based on the theory of securitization, the paper looks into the policy-making process of the Government of India regarding climate change, with particular reference to the National Action Plan on Climate Change (NAPCC).
