ion At present, abstraction licences are issued on a first-come, first-served basis. Charges are limited to cost recovery and are relatively crude. Many historic licences are in perpetuity, although more recently licences have been issued on a time limited basis. While such a framework supplies water at low administrative cost, it fails to ensure that water goes to those who value it most (including the environment) or that it is used efficiently.
