ISO16610-30 is the basic concepts standard for robust filters, gives spikes, steps, and slopes as examples which require robustness. However, no filter can behave robustly to all three examples. ISO16610-31 behave robustly to only spikes. This differs from the three requirements for robustness given in ISO16610-30. Thus, robust filters that cannot behave robustly to steps and slopes have been established as ISO, resulting in an inconsistency between standards. Therefore, in this research, a new robust filter: L1-norm Gaussian filter (L1GF) is proposed. The L1GF behaves robustly to all three robustness examples given in ISO16610-30 is verified. We consider that the results of this research solve the inconsistency problem between the ISO standards.
