The democratic election of the new government in 1994 coincided with an important shift in South Africa’s development strategy; from export promotion with import controls to greater openness through tariff liberalisation. Despite some fears to the contrary, the new government agreed to an ambitious programme of tariff liberalisation as part of its offer in the GATT (General Agreement on Tariffs and Trade) Uruguay round (Bell, 1997). The government also concluded free trade agreements (FTAs) with the European Union (EU) and the Southern Africa Development Community (SADC) and more modest trade agreements with MERCOSUR 2 and the European Free Trade Association (EFTA) states.
