Conceivably the legislator's quest for security can transform this system so that it responds less quickly or less proportionately to changes in public opinion, relative to an ideal system. Such an effect may in some respects appear undesirable, though in another way it may constitute an unintended counterpart of the checks and balances of our national government. In any consideration of change in this system, the role of the legislator and the problems to which it gives rise cannot be overlooked.
