UNEP was a creature of this time. What Ivanova cleverly documents is how it fell between various stools of stakeholder expectations. One was its environmental monitoring and policy/treaty-examining role. This was administrative and investigative, vital but heavily demanding of staff and cash. Another was judgmental, seeking to admonish and encourage governments, businesses, and nongovernmental organizations to step up to the global environmental mark. A third was to provide advice and expertise to those with limited scientific and organizational capabilities when confronted with a vast range of environmental dilemmas, from managing toxic waste to sanitizing air and water for billions. And a fourth, arguably the most contentious, was to coordinate the myriad of developmental and economic agencies into some sort of common environmental commitment, even when many of these organizations felt they were environmental champions already. All of these required considerable diplomatic skills, effective and charismatic leadership, genuine respect and cooperation from all relevant parties, and a common purpose, well defined and well supported. Ivanova documents all of these interweaving strands in a delicate and credible narrative. Her account is well judged, thoughtfully scripted, helpfully summarized in every stage of UNEP’s journey, and frankly gripping.
