Civil society in Bangladesh gained global recognition when the 2006 Nobel Peace Prize was awarded to Professor Muhammad Yunus and the Grameen Bank. At the same time, Transparency International rated Bangladesh as the world's most corrupt country for five successive years, from 2001 to 2005. As recently as 2011, Bangladesh was ranked by the same institution as the thirteenth most corrupt country in the world (Transparency International Bangladesh, 2011). Such corruption is inversely related to the growth of democracy and democratic institutions and to economic development (Lipset and Lenz, 2000). Why then can civil society be successful at the grassroots level, yet weak in producing good governance and consolidating democracy?
