The problems of national integration in Nigeria stare us in the face all the. time and no one can argue that we ignore them. But they are problems which require long term solutions and yet we deal with them on an ad hoc basis without a consistent or coherent policy or ideology. JF Ade Ajayi. 2For the second time since independence, Nigeria is engaged in a process of transferring power from a military to a civilian administration. To prepare the return to'democracy'scheduled for 1 October 1992, the Armed Forces Ruling Council (AFRC) announced in 1986 a programme of transition in which the revision of the 1979 constitution features prominently. During 1986-87 recommendations were prepared by the fifteen members of the Political Bureau which was assigned the task of setting the basis for a national debate on the future constitution. In March 1987, the Bureau's report was handed over to the Federal government which subsequently released a White Paper defining its views and the framework within which the revision of the 1979 Constitution should be undertaken. This was indeed the task of the Constitution
