Spin correlations in the pyrochlore antiferromagnet ${mathrm{Y}}_{2}{mathrm{Ru}}_{2}{mathrm{O}}_{7}$ with Curie-Weiss temperature ${ensuremath{Theta}}_{CW}*ensuremath{-}1100phantom{ ule{0.3em}{0ex}}mathrm{K}$ and critical temperature ${T}_{N}=77phantom{ ule{0.3em}{0ex}}mathrm{K}$ were examined through neutron scattering. For ${T}_{N}lTl{ensuremath{Theta}}_{CW}∕3$ the data show spin relaxation with a rate $ensuremath{hbar}ensuremath{Gamma}=1.17(9){k}_{B}T$. For $Tl{T}_{N}$ spectral weight moves to higher energies with substantial changes up to $4{k}_{B}{T}_{N}$. For $T⪡{T}_{N}$ there is a $ensuremath{Delta}=11(1)phantom{ ule{0.3em}{0ex}}mathrm{meV}$ energy gap and a pronounced spectral maximum at $19.7phantom{ ule{0.3em}{0ex}}mathrm{meV}$. Throughout the temperature range examined, the wave vector dependence of inelastic scattering exhibits a broad peak for $Qdensuremath{approx}3.8$ ($d$ is the $mathrm{Ru} ext{ensuremath{-}}mathrm{Ru}$ spacing) consistent with dipolar spin correlations.
