The socioeconomic characteristics of the chronically poor in India are outlined, drawing on a panel survey of households in 1968/69, 1969/70 and 1970/71. The survey, called the Additional Rural Income Survey, compiled information on 4118 rural households from the whole of India. Socioeconomic factors investigated include occupational distribution, access to cultivable land, educational attainments, age of household head, household size, dependency burden, change in household income, expenditure patterns, and indebtedness. The national aggregate analysis is supplemented by two regional studies focusing on the implications of adverse weather conditions and technological advancement for chronic poverty.
