Guided by suggestions that seasonal variations in stratospheric winds could contribute importanfiy to the global momentum budget, Rosen and Salstein [1985; hereinafter RS] show that irabalances previously thought to exist in this budget at annual and semiannual periods may be largely eliminated by incorporating wind data through as much of the height of the atmosphere as possible. Naito and Kikuchi [1990; hereinafter NK] revisit this subject and the role of core-manfie coupling using analyses produced by the Japan Meteorological Agency (JMA) for pressure levels from 1000 to 10 rob, and they report that these data do not entirely support he conclusions of RS. We explore some reasons for this disagreement here.
