We investigate that portion of the quantum effective action in a curved four-dimensional background determined by the trace anomaly. A covariant, nonlocal action expandable around flat space isconstructed such that the trace of its metric functional derivative has the general form of the anomaly (without an R2term). This is achieved via the introduction of a new fourth-order, conformally covariant scalar operator analogous to the second-order operator ▿2+ 1 6 R . The non-local action can be viewed as arising from a local action as the result of integrating out an auxiliary scalar field. We point out that no effective action, local or non-local, can give rise to an R2trace. This suggests that R2ultraviolet divergences must cancel in any realistic quantum theory of gravitation and matter derivable from an effective action.
