This paper is an attempt to answer a specific problem in development policy. How may rural development in the agrarian market economies of Asia be accelerated in ways that will meet the following three criteria: (1) rural development should be responsive to the needs of rural people; (2) rural development should be compatible with local conditions in the physical environment as well as with the long-term future of communities whose livelihood depends on the sustained-yield management of the land, water, and energy resources in their environment; (3) rural development should ensure an even spread of benefits among the people. The hypothesis to be pursued is that an answer to this problem involves designing an appropriate territorial framework for rural planning
