S. Nagel
Professor Nagel argues the utility of computers in redistricting, making clear throughout the need to instruct the computer concerning the legal and political limits and goals. The basic criteria to be met by any systematic legislative redistricting scheme are: computer feasibility, federal and state legality, and political realism. Nagel explicates these criteria and, in terms of them, examines current redistricting programs. The article serves not only the sophisticated student of computer-aided redistricting but the political scientist who, in humble ignorance, comes for a survey of the state of the art.
