GOAL of the proposed research programme is to develop robust evidence on the scope for, the routes to and the potential limits of green growth strategies in both EU and Chinese cities, and to draw lessons and promote learning to facilitate a transition towards low carbon development in EU and Chinese cities.Green growth in different cities in the EU and China would have distinctive focus. Promoting green growth in European cities often creates a 'retrofit' challenge of existing infrastructures. In turn, promoting green growth in Chinese cities is frequently about 'future fit' of new or future infrastructures.We will engage with these issues by addressing a number of inter-related challenges.Challenge 1: What are the dynamics of economy-energy-environment (E3) relations in cities in diverse contexts and at different stages of development? WP2 constructs green growth inventories for EU and Chinese cities to measure technical, economic, social and political indicators for green growth in European and Chinese cities. Challenge 2: What factors are driving changes in E3 relations in cities in diverse contexts and at different stages of development? WP3 uses modelling approaches to explore and compare development trends and drivers of emission changes in EU and Chinese cities over time.Challenge 3: What are the opportunities and limits to promote green growth by changing E3 relations in cities in diverse contexts and at different stages of development? WP4 will develop various analytical tools for assisting understanding of the scope for, and the potential limits of, green growth in different cities in order to derive success factors and barriers. Challenge 4: What interventions can promote green growth by decoupling E3 relations in cities in diverse contexts and at different stages of development? WP5 exploits political capacities and opportunities to support green growth at the local level and assesses the transferability of good practical green growth policy and technology from Europe to China.In addition, this research programme will engage with key stakeholders from different levels (international, national, regional, local) and sectors (public, private and civic) at all stages in the life-cycle of the research in order to strengthen the project outcomes.
