项目摘要

本研究では、ウズベキスタン、インドネシア、英国、ブラジルといった諸外国の社会教育の歴史的変遷、理論を整理し、対象国内の格差是正の具体的事例に関わる社会教育実践を調査し、各国の包摂の取組みを描き出すことを目的としている。さらに、調査結果を分析し、対象国間の比較を行い、社会教育実践での格差是正と包摂の取組みの特質・共通点、実践知について考察することを目指している。2022年度は、ウズベキスタンの社会教育概念、理論及び実践の現況把握のため、資料収集、分析と聞取り調査を実施することを計画していたが、新型コロナウイルスの影響により、海外渡航を見合わせたため、現地での調査や資料収集を行うことができなかった。その一方で、オンラインなどを活用し、ウズベキスタンの研究者との意見交換や情報交換を行い、現在のウズベキスタンにおけるウィズ/ポストコロナ社会の状況、社会教育プラットフォームの現状について情報収集、資料収集を実施した。それにより、現在はコロナ前の実践が復活してきていること、コロナ禍において活用されていたオンラインツールを用いた教育が継続されている点もあることを把握した。ウズベキスタンではポストコロナ社会への移行が進展しているが、そのなかで従来の形であるリアルな社会教育、生涯学習への再考もなされていることがわかった。次年度以降は新型コロナウイルスの影響も今年度と比較して緩和されていくと考えられるため、対象国の状況を注視しながら現地調査を進めていきたいと考えている。
