本年度は、第一に、東京大学法学部附属明治雑誌新聞文庫所蔵の『大同新聞』『自由新聞』『江湖新聞』などの自由党系機関紙や、『郵便報知新聞』『朝野新聞』『毎日新聞』などの改進党系機関紙を用いて、自由民権運動から帝国議会開設期までの家族政策をめぐる政党の動向を分析した。財政・軍事といった争点に比べ家族政策はほとんど政治課題として認識されることはなかった。だが、この調査によって、政談集会や政治結社への女性の参加という局面において「家」（「家庭」）・政治・女性の三者の関係が、特に関心を持つ植木枝盛や女子教育家にとどまらず、政党もこれを論じていたことが分かった。女性と政治をいかに関係づけるかは、ほとんどが女性の役割を「家庭」へと割り当てながらも、政党間だけでなくその内部においてもさまざまなバリエーションがあった。しかし、その雑多さゆえに、女性の政治活動を禁止した1890年の集会及政社法改正への動きは大きなものとならなかった。第二に、国立国会図書館憲政資料室所蔵の三島通庸関係文書所収の探聞書、国立公文書館所蔵の『警視庁史料・国事警察編』・『太政類典』・『公文録』、『東京警視本署達全書』などを用いて、警察による政治活動の取締に表れた、政府における望ましい女性と政治の関係を調査した。女性の政治活動を禁止する集会及政社法以前においても実際の取締では度々女性の政治活動は制限を受けていた。従来、女性が制限を受けた事案は知られていたが、この調査によって女性の政治活動を取り締まるべきことを東京府内の警察署に通達したことを示す警視庁の文書を発見した。ただし、取締の根拠について、「治安を妨害する」という漠然とした理由づけ以上のことは明らかにすることができなかった。今後は、家族政策などによって明治中期まで現出した女性を排除した政治空間が、いかにして修正が図られていくかを女性参政権運動を例として検討したい。
