项目摘要

今年度は、各伝建地区における制度設計、歴史的まちなみ整備の運用状況について把握を行った。また、伝建地区間での比較結果を踏まえ、特徴的な取り組みを行う地区を事例として、制度設計や運用実態の詳細を分析し、歴史的まちなみへの影響に関して検討を進めた。一つ目に、歴史的まちなみ整備に関わる制度設計と現在までの変化を把握するため、全国の伝建地区を対象に、保存計画および基準の記述内容を経年比較した。許可・修景基準を事例とした分析により、近年に作成・改正された保存計画の多くが、基準を満たす意匠や様式名を詳細に記述、また地区内の通りや町・字ごとに基準内容を設定するなど、規制・誘導の内容を具体的に示していることが明らかとなった。二つ目に、全国の伝建地区比較によって把握された特徴的な事例として、三重県亀山市関宿伝統的建造物群保存地区における、①伝統的建造物群の特性に関する専門的知見の蓄積と継承のための体制構築、②セットバック型・除却型空地とその発生要因に関わる伝統的建造物群の特性を考慮した制度設計と整備方針、整備施策実施など、①・②の取り組みについて、各内容の詳細と運用実態を分析した。①の事例では、蓄積・継承に向けた、専門職員採用以降の記録台帳作成や意匠提案、デザインワークショップ実施、建築士NPOとの連携、方針冊子作成などの一連の内容を把握し、各内容は現場での運用検討時や修理・修景内容にも反映されていることが確認された。一方、②では、空地発生に関する調査報告書や制度設計の内容、空地発生要因を踏まえたハード面、ソフト面での整備施策などを整理し、整備施策の実施による空地発生要因や発生状況への影響について解明した。
