2022年度は、公共調達における官民協働、官民連携の研究の中間年にあたる。最終年度に予定されている著作（『公共契約の法と政策（仮題）』）執筆に向けての国内外サーベイを中心的課題として行った。この年度の課題は主としてサーベイ作業を概ね終了し、成果物作成への具体的作業に取り掛かることにあった。具体的には、緊急事態を前提にした調達の官民連携型、あるいは一方的命令型の手続整備についての国際比較、各国におけるコロナ禍への対応、国内における大規模震災に際しての調達方法（災害協定の各発注者の実態）、そこにおける官民協働の手続整備等である。国際的な調査活動としてはコロナ禍における緊急調達と官民協働の営みがメインテーマとなったが、ようやくコロナ禍も収束方向へと進み、各国、各機関の緊急調達への実務も集積し、課題洗い出しも一巡した状況といえるが、現在進行形ということもありやや積み残しもある。国内におけるサーベイ活動は、海外調査同様コロナ禍における緊急調達のあり方が大きなウェイトを占めたが、とりわけ布マスク配布事業のように透明性を欠いた随意契約が大きな問題となったことを受けて、その情報公開に係るサーベイに力点を置いた。同時に歴史的、地理的な問題である災害対策に関連する官民協働もまた大きな課題となった。地方へのヒアリング活動としては、研究代表者が入札監視委員会委員長を務めている宮崎県日南市（行政）への地域育成型の公共調達のあり方についてのヒアリング、山形県内における地場ゼネコンへの建設業の現況に関するヒアリング等を行なった。また、2022年後半からHeinrich Menkhaus教授に協働する形で参画する予定の公共調達の国際シンポジウムの企画立案作業を行なっている。

In the second half of 2022, Professor Heinrich Menkhaus will assist in the preparation of a project for the international project for a predetermined public consultation.
