2022年度は、新型コロナウイルス感染症対策の政策過程、特に基礎自治体の感染症対策の終了段階について各種調査を実施する計画であったが、計画どおりの実施は困難な状況であった。本研究の申請当初、新型コロナウイルス感染症は2021年度内には収束をするとの見通しを持っていた。そこで、2021年度は文献調査及び関連するアクターへのヒアリング調査を実施し、2022年度に、アンケート調査の設計、及び実施を計画していた。しかしながら、感染症対策は2022年度に入っても継続し、初期の計画どおりの研究実施は困難となった。そこで、2022年度も文献調査を中心に研究を進めた。文献調査では、新型コロナウイルス感染症対策に関する書籍や論文の分析を行った。行政組織や感染症の専門家の間で、ときに見解の相違や対立が発生し、政策決定や実施の段階において、様々な課題が発生してきたことが明らかとなった。特に、感染症蔓延の防止と経済対策のどちらを優先するのかについて、感染症発生から時間が経つにつれて、関係者における意見対立が高まった。専門知をどこまで政策に反映させるのかについて、自治体間でも差異が生じた。さらに、危機時のリーダーシップに関する文献調査も進めた。全世界的な感染症の蔓延という危機時において、行政組織のリーダーらが、どのように状況判断を行い、意思決定をするのかについて、危機管理論やリーダシップ論の視点からの理論的な研究のとりまとめを行った。
