本研究は「グローカリティ（glocality）」という概念からなる理論的枠組みを用いて、「一帯一路」構想（BRI）の安全保障戦略としての側面に着目し、中国政府がいかにして新疆ウイグル自治区の安定的統治を目指しているかを分析することを目的とする。この目的を達するための具体的な研究タスクは、①理論的枠組みの作成・普遍化、②テロ問題の分析、③海洋安全保障の分析、④エネルギー安全保障の分析、⑤サイバーセキュリティの分析、の5つを設定し、各タスクは「収集(国内外における資料・データの調査・収集)」、「研究（資料・データ・インタビューの分析）」、「発信（論文発表、学会・国際会議報告、ウェブサイトでの情報発信）」のプロセスを通じて解明を試みる。初年度にあたる2021年度は、タスク①、タスク②、タスク④を中心に研究を進めた。次いで2年目にあたる2022年度は、タスク③、タスク④、タスク⑤を重視して研究を推進した。具体的に、タスク③では、（a）中国海軍のインド洋進出、（b）海外インフラ建設プロジェクト、（c）中国の港湾・ドライポートのネットワーク形成、の視点から新疆と海洋安全保障の相互関係を分析した。タスク④では、（a）新疆を経由する形で中央アジアおよびロシアで展開される、石油ガス田の開発・生産、パイプライン建設、製油所の新設・改修、（b）新疆を核心区とする中国の再生可能エネルギー化と中国企業のグリーン・インフラ対外投資、の分析を進めた。タスク⑤では、（a）電力網、光ケーブル、通信インフラ、データセンターの中国企業の対外投資プロジェクト、（b）中国政府が推進する北斗衛星システムの拡大とアメリカのGPS衛星との競争、を分析した。以上の研究の推進においては、研究協力者のコウォジェイチク－タナカ　アレクサンドラ・マリア（田中マリア）氏（秋田大学）の助力を得、さらに共著による英語論文も刊行した。
