戦争はなぜ起こるのだろうか。国際政治学は長年この問題に取り組んできた。本研究では、大量のニュース記事から抽出されたテキストデータを機械学習の手法で二次加工することで、政治アクター間の対立と協調の具体的内容を体系的・定量的に把握する データベースを作成する。更に、このデータを説明変数として用い、国際紛争の発生・終結を予測する統計モデルを構築する。本研究の第一段階では、政治的アクターがどのようなイシューをめぐり対立・協調しているか、という問いに対し、ニュース記事から抽出されたデータを機械学習によるテキスト処理を通じて分析することで明らかにしていくことを目的とする。第二段階では、ICB(International Crisis Behavior)という国際紛争データに基づいて被説明変数を構築し、教師付き機械学習の手法を用いて統計モデル構築を行う。主な説明変数であるイシュー内容が、どの程度モデルの 説明力を向上させるかを明らかにする。武力 紛争の発生・終結予測を行うことは、学術的な価値のみならず、政策的な意義も大きい。このような知識は、政府や民間アクターが、政治・経済的なリソースを効率的に配分することを可能にし、また紛争予防のために効果的 な介入を行う一助となるだろう。上述の通り、本研究は概ね2つの段階に分けられる。一年目は第一段階の分析を中心に、二年目は第二段階の分析を中心に進め、三年目には学術誌への投稿や一般社会へのアウトリーチに努めていくというのが当初の予定であった。二年目にあたるR4年度においては、当初の予定通り、第二段階の研究を遂行した。すなわち、ICBデータセットに基づいて被説明変数のデータを構築し、教師付き機械学習の手法を用いた統計モデルの構築を行った。
