本研究に一貫する分析の視点，とりわけ理論モデルの含意を現実の産業・企業データをうまく使って段階的・モジュール単位で実証できる具体的手法・手順の明確化を主目的とする。より具体的には，まず開発中の垂直関係下の相互独占モデルの目的関数や費用構造と市場成果の関係における主要パラメーターの特定化を第一目的とする。こうした理論的含意やパラメーターと現実の水道関連事業のデータを比較対応させながら，実証可能な主要仮説の選択と作業手順は確認できた。理論モデルに沿ったデータ整備はやや遅れているが，コロナ禍での公立病院の動向など広くインフラで用いられる分析手法のサーベイも進めている。おそらく部分民営化の理論モデルでは（少なくとも）費用構造の相違が成果を左右する主要パラメーターとなると予想されるので，前もって初年度から費用構造を重要なファクター変数とするデーターベースの作成が重要になる。そして，水道事業関連データでは，「水道統計」にはダムや井戸水等の水源分類が記載されており，この主水源によって費用構造も異なりうると予想できる。環境変数として水源の相違を考慮した研究はあるものの，実際に水源別の費用関数や生産関数の実証は見当たらないので，どのような水源がどれほどの費用の相違をもたらすのかを実証しておくことが先決である。ゆえに，上記の大局的な理論モデルと実証モデルの照合に加え，早期にデータおよびPC等の物品購入によって，上述のデータベース構築と費用関数の推定等に着手する計画であったが，データ整備は遅れている。
