本研究の2年目である本年度は、初年度に計画していた研究課題に関連する文献の調査が新型コロナウイルスの感染拡大に伴う研究環境の制限により想定したほど進めることができなかったため、昨年度と同様に文献の調査対象を財政競争理論の分野に絞った上で引き続き行うこととした。特に、昨年度に研究課題に関連する有用な文献として、財政競争理論において国際公共財や部分的な政策協調を明示的に扱ったものを調査することができたため、本研究において具体的な理論モデルを構築することを視野に入れて、長期的な視野のもとで意思決定を行う政府を扱ったものや課税以外の政策手段を用いる政府を分析したものなど関連する文献の調査を進めた。さらに、文献調査と並行して、関連文献の調査によって得られたアイデアを踏まえて基本モデルの構築に取り組んだ。特に、国家間の非対称性を限定的に導入することにより明快な結論を導出している既存研究に比して、基本モデルでは各国の経済環境の差異に起因する各国政府の誘因や行動の違いを分析できるよう、国家間の非対称性を拡張したモデルの構築を試みた。しかしながら、多数の国家が財政競争に晒されるモデルに明示的な国家間の非対称性を導入することは、各国政府の誘因や行動を複雑なものにしてモデル内で生じるメカニズムの把握を困難にする。そのため、モデル内の経済主体の行動を極力簡潔に表現することと、均衡の特性を把握することに注力した。
