本研究は、財・サービスの価格や生産要素価格における硬直性（特に下方硬直性）を考慮した応用一般均衡モデル（computable general equilibrium model、以下CGEモデル）を構築し、そのモデルに基づくシミュレーションによって地球温暖化対策の効果を分析し、その上で今後の望ましい温暖化対策のあり方について提示をするという内容である。2022年度については、日本を複数の地域に分割したCGEモデルを構築し、そのモデルにおいて賃金の価格硬直性を導入し、温暖化対策の分析をおこなった。炭素税や排出量取引制度などの温暖化対策の効果をCGEモデルによって分析した研究は多数存在しているが、その多くは日本全体を一地域として扱った分析である。しかし、同じ温暖化対策であっても、地域によってその影響は大きく異なる可能性が高い。そのような地域差を分析するには、日本全体を一地域として扱うモデルではなく、日本を複数の地域に分割したモデルが必要になる。そこで、本研究では日本を10地域に分割したCGEモデルを構築し、その上で温暖化対策導入の効果を分析した。その際に、賃金が硬直的であるケースも考慮した。賃金が硬直的であるケースでは、非自発的失業が生じることになる。温暖化対策の導入は生産を抑制し、労働に対する需要を減少させる効果がある。このとき賃金に下方硬直性があると、失業が拡大することになり、生産を抑制する効果は大きくなる。実際、シミュレーションにおいて賃金が伸縮的なケースと賃金に硬直性があるケースを比較してみると、後者の場合には、温暖化対策の導入にともなう各地域の域内総生産の減少幅が非常に大きくなった。多くのCGEモデルでは賃金が伸縮的と仮定し、非自発的な失業が存在しない状況を想定しているが、本研究の分析は賃金の伸縮性についての仮定が分析結果に非常に強い影響を与えることを明らかにした。
