项目摘要

2022（令和4）年10月29日～2022（令和4）年10月30日の期間に開催された日本社会関連会計学会第35回全国大会における統一論題報告（統一論題テーマ：脱炭素化への経営・会計問題）において、第1報告者として報告論題「脱炭素化に向けた海事産業の動向とポセイドン原則の会計問題」（開催校：九州大学・長崎県立大学：ビデオ会議システムZoomによる開催）の研究成果発表を行った。本報告では、海事産業の脱炭素に向けた取り組みの動向を確認したうえで、2019年 6月に気候変動に関する取り組みを船舶融資(シップファイナンス)の意思決定に組み込むための原則として発足したポセイドン原則(The Poseidon Principles)の運用から導かれる会計問題について、その内容を論究することを目的とした。本報告では、以下の3点の提案を行った。①ポセイドン原則は、署名金融機関のシップファイナンスにおいて、融資期間における対象船舶（個船）のGHG（Greenhouse Gas）排出を測定することから、海運会社等の資金需要者による船舶の脱GHGへのスピードを加速させることが期待される。②GHG排出低減に向けた船舶の企画・設計・開発・建造を進化させるにあたって、管理会計技術である原価企画（Target Costing）やライフサイクル・コスティング（LifeCycle-Costing）の活用により有効性が発揮できるのではないか。③船舶建造による原価企画の実践事例として、常石造船（広島県福山市）、佐世保重工業（長崎県佐世保市）の原価企画船がある。船舶に対しGHG排出削減が求められる以上、顧客志向と原価低減を製品の源流段階から追求する原価企画に今後、海事産業（海運業・造船業）からの関心が高まることが期待され、管理会計研究者はそのためのムーブメントを引き起こす情報発信を行う必要があるのではないか。

This report contains the following three proposals.① The Possessing Principle is expected to accelerate the removal of GHG from ships by signatories of financial institutions, by measuring the GHG (Greenhouse Gas) emissions of target ships (individual ships) during the loan period, and by shipping clubs and other financial needs. (2) GHG emission reduction is the direction of ship planning, design, development, construction, evolution, management accounting technology, original planning (Target Costing), development and utilization of LifeCycle-Costing. (3) Examples of the implementation of the original design for ship construction, Tsuneishi Shipbuilding (Fukuyama City, Hiroshima), Sasebo Heavy Industries (Sasebo City, Nagasaki Prefecture) and the original design of ships More than 10 years of GHG emission reduction requirements for ships, lower customer expectations, lower product origin levels, original planning, future, marine industry (shipping industry and shipyard), higher concerns, expectations, management accounting researchers, and information transmission are necessary.
