2022年度は、米国における公共調達を用いた障害者雇用の推進策について、現地ヒアリング調査を行う計画であったが、コロナ禍が続いたため米国への渡航はせず、文献、各種ウェブサイトから入手可能な資料、情報に基づき、米国テキサス州の取り組みについて調査研究を行った。米国テキサス州における障害者優先調達の歴史は古く、1978年に開始され、現在に至っている。「障害者から購入するプログラム（Purchasing from People with Disabilities）」あるいはWorksWondersプログラムと呼ばれ、競争入札の手続きを経ることなく、コミュニティ・リハビリテイション・プログラムという非営利組織に雇用されている障害者によってつくられる製品や提供されるサービスについてテキサス州政府機関に原則として購入することを義務付けている。テキサス州の取り組みから日本へ示唆されることは次の通りである。まず、日本の障害者優先調達推進法における国や地方自治体等による障害者就労施設等からの優先調達は努力義務にとどまっているが、WorksWondersプログラムは、障害者によって作られる製品や提供されるサービスについて例外基準に基づき外部の事業者から購入することは認められているものの、テキサス州政府機関にとって購入は任意ではなく、義務である。また、WorksWondersプログラムを通じて、障害者が競争的統合雇用、すなわち、外部の民間企業への再就職を目指すことが明確にされている。日本においても、優先調達と職業訓練をより密接な連携関係に位置づけることが一つの方向性と考えられる。その一例として、多機能型事業所への支援の強化が挙げられる。
