项目摘要

2022年度には、研究計画にそって所要の作業を段階的に行った。第一に、本研究の主要資料である高田日記の読解・翻刻を進めた。対象とする期間のうち未翻刻のものについて翻刻を進めた。第二に、高田日記の刊行に向けて出版社と交渉し、前向きな回答をいただいた。このため、出版社への提出原稿を完成させるべく翻刻済みの期間について校正作業を行い、誤字・脱字部分を修正した。同時に、事項調査・人名比定を行い、注記した。これらの作業のために必要な方針を設定した。第三に、政策過程に関して主に新聞資料を閲覧・収集した。専門紙誌は所蔵施設がごく限られており、一般紙誌のようなデータベースが充実しているわけではないので、所蔵館に直接足を運んで閲覧し、必要に応じて複写した。第四に、国立公文書館、国立国会図書館等で史料調査を行った。関係する私文書や公文書を閲覧してメモを作成するとともに、必要なものについては複写を依頼した。また、関係史料の一部が厚生労働省の現用文書に含まれていることが判明したため、現用文書に含まれる関係史料の全体像を把握する作業を進めた。一部については情報公開請求を行った。開示等決定は年度内に間に合わなかったため、次年度に開示決定がなされた場合には速やかに同様の史料調査を行う予定を定めた。第五に、調査の結果をもとに医療・薬事制度等に関する論文の執筆を進めた。このうち当時の政府・政党指導部に関する小論が公表された。
