本研究は，1903年にイギリスで設立された成人教育団体である労働者教育協会(Workers' Educational Association : 以下WEAと略記)に焦点を当て，WEAを学校教育改革の伸展の中に位置づけ，成人教育と学校教育の関係の一側面を実証的に明らかにしようとするものである。WEAは，広く労働者階級の教育状況の改善を目指しており，大学チュートリアル・クラスといった高等教育機会の提供だけでなく，学校教育に対する労働者階級の要求を表明していくこともその目的にしていた。WEA中央当局には，1910年の時点で68の教員組合が加盟していた。なかでも，全英教師組合(National Union of Teachers：以下NUTと略記)は，WEA設立当初から加盟団体となっており，WEAを支援していた。NUTは，1870年に設立された基礎学校教師たちが加盟する教師組合である。NUTは，基礎学校教師の地位の向上だけでなく，学校教育制度についても意見を表明し、教育政策に影響を与えた。本研究では，WEAとNUTとの連携に焦点をあて，第一次大戦から戦間期にかけて両者がどのように学校教育改革に関与したのかを考察することとした。具体的には，ウォリック大学現代資料館(Modern Records Centre)に所蔵されているNUTの史料を調査，収集した。NUTの年次報告書とexecutiveの議事録を分析しているところである。戦時下及び戦間期における教育費の削減をめぐる問題に連携して取り組んでいることが明らかになった。ただし，executiveの議事録は一部しか入手できておらず，継続して調査，収集する必要がある。その他にも，NUTの機関紙を調査している。そこでは，教育改革全般についてさまざまな議論が展開されており，こちらも継続して収集する必要がある。
