本研究は、計画段階では2021年度から2023年度の3年間にわたる研究であり、2022年度はその2年目に当たっている。初年度の2021年度は、調査を的確に行うため、いくつかの団体の協力を得て、調査対象となり得る全国の隣保館や学級について発送先住所などの基礎データを確定するとともに、「全国識字学級実態調査」の質問紙づくりを2021年4月から8月にかけて行った。その後、質問紙を教室や隣保館に郵送し、回答を回収した。回収した185の回答をデータ入力し、2022年4月20日時点で全データの電子媒体への入力作業を終えた。これをうけて、2022年度には、一方で入力したデータのクリーニング作業を行い、本格的に分析を進めるための土台を形成し、調査結果を分析する作業の進め方などについて議論を重ねた。今後は、データの分析作業を進め、集計結果をまとめることになる。他方で、教室訪問調査については、回収された個々の教室の質問紙をていねいに読み、訪問先を決定してインタビューなどを進めようとしている。また、部落解放・人権研究所の識字・成人基礎教育研究会の行っているインタビュー調査と連携して、7つの教室を対象に予備的な訪問調査を重ねた。質問紙の内容と予備的インタビュー調査により、訪問調査を進める際の枠組みも整理されつつある。国内の教室訪問調査の進捗をふまえつつ、韓国に視察を行い、教室を訪問し、関係者にインタビューするなどして、日韓の課題を比較しながら分析を進めようとしているところである。計画全体の進捗で言えば、新型コロナの影響などもあり、やや遅れていると言わなければならない。2024年度までの延長も検討中である。
