本年度の第一の研究実績としては、北野秋男著「『全国学力テスト』の歴史的展開－『地方学力テスト』への影響－」日本大学人文科学研究所『研究紀要』第104号（2022.9.30.）147-172頁を刊行した。この研究では、これまで収集した資料を基に、戦後の学力テスト政策に影響を及ぼした「ナショナル・テスト」や「全国規模の学力テスト」の歴史的展開を解明しつつ、とりわけ各都道府県が実施主体となる「地方学力テスト」（以下「地方学テ」）への影響を考察した。本研究においては、第一には戦後から今日までの「全国学力テスト」の実施状況を時期区分し、各時代における学力テストの実施状況を解明した。本研究が取り上げた「全国学力テスト」とは、実施規模は様々ではあるものの、全国の小・中学校の各学年を対象としたものである。第二には、「全国学力テスト」に対する教育政策的な評価を行なうことではなく、その実施内容と「地方学テ」への影響を考察した。本年度の第二の研究実績としては、北野秋男著2022『地方学力テストの歴史-47都道府県の戦後史-』（風間書房、639頁）を刊行した。本文が10章、序章と終章、ならびに〈資料編〉として「都道府県別地方学力テストの実施状況一覧」を加えた。特に、この「実施状況一覧」は本書の地方学テの歴史研究の基礎的・根幹的部分を構成するものである。本書の内容は、地方学テの時期区分、実施主体、「標準学力テスト」の作成・開発の歴史、「学習指導改善」を目的とした地方学テを用いた調査研究の実態解明、学力と知能の相関、文部省「全国学力調査」の地方学テへの影響、全国教育研究所連盟の共同研究、地方学テの評価方法の実態、地方学テに及ぼした業者テストの影響、地方学テの特色ある県の分析などであった。これまでの研究成果として、特に事実関係に焦点化して全国の地方学テの実態を解明した。

The content of this book includes the period division of local academics, the main body of implementation, the history of the creation and development of "standard academic qualifications", the actual explanation of the investigation and research on the use of local academics for the purpose of "learning guidance improvement", the correlation between academic qualifications and knowledge, the influence of the Ministry of Education's "National Academic Qualifications Survey" on local academics, the joint research of the Alliance of National Education Research Institutes, the actual status of the evaluation method of local academics, the influence of local academics and local industry qualifications, Local learning characteristics are analyzed. The results of this research are focused on the understanding of the state of local learning throughout the country.
