项目摘要

地球の持続可能性がグローバルな視点で問われる中で、わが国農業分野においても環境保全に資する政策や対策が重要な課題となっている。日本では耕種農業においては、いくつかの政策目標に対して直接支払制度が導入され、農家を支援する仕組みが整えられてきた。こうした政策の評価（Impact Evaluation）を集落レベル、農業組織レベル、農家レベルで分析することが本稿の目的である。2022年度はこうした耕種農業に関連する環境保全対策に加えて、その対策が大幅に遅れている酪農におけるボトムアップの政策の可能性についても検討した。以下、2022年度の研究成果について列挙する。①環境保全型農業直接支払制度について、地方自治体には交付金事務の運用実態を、参加を検討する農家には現場における課題について聞き取り調査を行った。地方自治体においては取り組み件数が伸び悩み、比して事務が煩雑である実態が明らかとなり、農家からは取り組み努力に対する参加のメリットを疑問視する声があり、制度設計上の課題が明らかとなった。②環境保全型農業がどのような要因で普及するかを集落レベルで分析を行った。特に、近年注目されるソーシャル・キャピタルに注目し、その測定を行ったうえで環境保全型農業の取り組みに与えるインパクトを検討した。分析の結果、ソーシャル・キャピタルは環境保全型農業の取り組みレベルに有意な因果的な影響を与えることが明らかとなった。③上記の分析に加えて、酪農における環境配慮（放牧酪農）の取り組みの普及可能性についても、消費者需要の視点から分析を行った。わが国はEU諸国と比べ、酪農にける環境に配慮した粗放的な生産を行う比率が極めて低い。この原因は生産者と消費者の情報の非対称性にあるとの仮説を立て、実証分析を行った。結果、消費者セグメンテーションにより、知識や経験が環境配慮商品の需要を引き出す可能性があることが明らかとなった。
