セルフメディケーション税制とは、「健康の維持増進及び疾病の予防への取組として一定の取組を行う個人が、スイッチＯＴＣ医薬品（要指導医薬品及び一般用医薬品のうち、医療用から転用された医薬品）を購入した際に、その購入費用について所得控除を受けることができるもの」（厚生労働省）であり、２０１７年1月に創設された。本税制は、保健医療政策として諸外国に類をみない日本独自の税制度である。当初５年間の特例として創設されたが、その後、２０２２年１月より５年間延長されることになった。このような背景のもと、本研究は、セルフメディケーション税制導入による影響を明らかにすることを目的として実施している。税制による影響は、複数の異なる視点での検討が考えられるが、本研究では、税制導入前後における一般用医薬品の販売動向に着目し、研究を進めている。当該年度は、ドラッグストア・薬店等医薬品小売業において経時的に収集された一般用医薬品販売データ（パネル調査データ）を入手し、解析を進めた。なお、パネル調査データは、1時点で横断的に複数の情報を収集したクロス・セクションデータと比較して、観察点が増えるという利点がある。一方、本研究で使用したパネル調査データは、消費者の属性や他の医薬品の購入などの情報については含まれていない。当該年度の解析では、特定の医薬品品目における一般用医薬品販売量の変化を検討し、結果を得た。今後は、他の医薬品品目について分析することにより、さらに検討を行う予定である。

The tax system for the maintenance of health and prevention of diseases shall be organized according to the requirements of the individual and OTC medical products (medical products for general use and medical products for medical use shall be guided). The tax system shall be established in January 2017. Japan's tax system is independent of other countries 'health care policies. In January 2022, the five-year extension period was extended. This study aims to clarify the impact of tax system introduction on the development of enterprises. This study focuses on the sales trends of general medical products before and after the introduction of tax system. When the year began, the analysis of the collection of general medical product sales data was carried out. For example, when a survey is conducted, a number of information is collected from a cross section at time 1, and the comparison is made between the observation points and the intermediate points. On the one hand, this study uses a survey of consumer attributes and information about the purchase of other medical products. When the analysis for the year was conducted, the sales volume of general medical products was analyzed and the results were obtained. In the future, other medical products will be analyzed.
