本研究の目的は、①.大阪市消防局がもつ救急覚知データを用いて、不搬送事案が重症・中等症の現場到着や救急隊活動に与えた事案数と、不搬送事案が生じる時間的要因や地域的要因を明らかにし、②.その結果を大阪市消防局や総務省消防庁、および学術誌に報告することにより、不要不急な救急要請を減らす学術的な根拠を与えることである。本研究の目的を達成するために、不搬送事案の発生には地域差があるのか、地域住民の社会的背景が関係しているのか、社会的な要因や不搬送多発地域の地理的特性を明らかにする。また、患者や患者家族による「搬送許否」や覚知現場に傷病者がいない「傷病者無し」では、救急隊の活動時間に与える影響が異なる可能性があり、不搬送事案の種別ごとに他の事案の現着時間に与える影響を明らかにする。今年度は、昨年度と同様に大阪市消防局と救急搬送データの受領に関する覚書を締結し、不搬送事案を含めた救急搬送データを整備し、性別・年齢・連絡手段・発生場所区分ごとに不搬送事案の基本統計量を算出した。また、2019年における道路ネットワークデータを入手し、「救急隊最近接地域」をいう救急車が最短時間で到達できる地域を町丁・大字単位、および250mメッシュ単位で、地理情報システムを用いて作成した。さらに、救急隊最近接地域を用いて、不搬送事案（拒否・傷病者無し・酩酊・誤報）が同時間帯に発生した重症・中等症の救急事案に与えた時間的な遅延状況を把握した。進捗状況としては、分析結果について学会発表での評価を受けていないため、やや遅れているという評価を下した。
