1989年の入国管理法改正から30年が経過し、30年前に来日した在留外国人の高齢化が進んでいる。三重県内で生活する外国人は永住化の傾向にあり、65歳以上の住民数は10年前と比較し増加しており、外国人の高齢化はさらに進むと予想される。働き盛りの年齢で来日した在留外国人は、日本の公的介護制度や介護施設の利用について十分な情報を持っているとは言い難い。日本語が流暢であっても、認知症になった場合、母語での会話しかできなくなる例が多いことも推測される。そのため、在留外国人高齢者とその家族が抱える介護を受ける際の問題点について把握することが必要と考えた。2022年度は、在留外国人高齢者とその家族が抱える介護を受ける際の問題の把握のため、半構成的面接を三重県在住の介護を受けた経験のあるブラジル国籍、ベトナム国籍、フィリピン国籍の在留外国人高齢者と在留外国人高齢者の家族介護者に対して行うことを計画した。研究に関する説明文書と同意書は、タガログ語、ポルトガル語、スペイン語に翻訳を行った。対象者の選定は、三重県国際交流財団の協力のもと、在留外国人高齢者とその家族介護者に説明文書と同意書を用いて研究参加への同意を得た。半構成的面接を行う際には、対象者の日本語能力に応じて、必要時通訳者に同席してもらい、面接調査を実施した。面接調査は感染対策を行ったうえで、プライバシーの確保ができる会議室において、面接内容は同意を得てICレコーダーに録音した。感染症対策のため、対象者から対面以外の方法での面接調査の希望があった1名については、ZOOMを用いて遠隔で面接を行った。
